FSLRB Biographies

FLRA Chairman Carol Waller Pope serves as the Chairman of the FSLRB.

Member Hockenberry is an attorney who, since 1983, has served as a labor arbitrator, mediator, fact-finder and hearing officer serving on numerous labor and grievance examiner panels in the private, public and federal employment sectors.  He is a member of the National Academy of Arbitrators, and is a member on labor panels administered by the American Arbitration Association, the Federal Mediation and Conciliation Service and the National Mediation Board.  Mr. Hockenberry has also served as a hearing examiner for the District of Columbia Office of Employee Appeals, special assistant to former FLRA Chairman Jerry Calhoun, Director of the Administrative Law Institute, Associate General Counsel to the National Treasury Employees Union, and a member of the Foreign Service Grievance Board.
