Pursuant to section 7104(f)(3) of the Statute, the General Counsel has direct authority over, and responsibility for, all employees in the office of the General Counsel, including employees of the General Counsel in the Regional Offices. To accomplish this task, the General Counsel has management offices in Headquarters, located in Washington, D.C., and seven Regional Offices.

Nancy Speight, Regional Director
Nancy Speight was appointed Regional Director for the Atlanta Region in June 2001. Previously, she served as the Associate to the Deputy General Counsel for Representation and Program Review. In this role, which she held since 1993, Ms. Speight developed and implemented programs to evaluate the effectiveness of the processes used by the OGC to carry out its statutory mission. During this time, Ms. Speight also developed programs to increase the awareness and recognition of the work of the OGC among constituent groups. She was also responsible for reviewing all representation case work in the OGC, and she worked with several national agencies that had undergone extensive reorganizations in an effort to minimize representation issues and disruption to the exclusive bargaining relationships. Until 1993, Ms. Speight was the Deputy Director of Operations for Field Management and managed regional operations for seven regional offices and four sub-regional offices. Ms. Speight began her career in the Federal service in 1972 with the Labor Management Services Administration (LMSA), U.S. Department of Labor.

Richard Zaiger, Regional Director
Richard D. Zaiger was appointed Regional Director for the Boston Region on June 16, 2002. Previously, since January 2001, he served as the Acting Regional Director for the Boston Region. From 1979-2001, Mr. Zaiger was the Regional Attorney for the Boston Region since 1979. Before that, Mr. Zaiger was employed by the National Labor Relations Board in its Appellate Court Branch in Washington, D.C. and as a supervisor in the Board’s Boston Regional Office. Mr. Zaiger is also associated with Boston College where he teaches courses in labor relations in both the graduate and undergraduate levels. Mr. Zaiger has also been associated with Babson College where he taught Industrial Relations in its MBA program for almost 20 years. Mr. Zaiger holds a B.A. degree in political science from the University of Massachusetts at Amherst (1964) and a J.D. degree from Boston College Law School (1967).

Peter Sutton, Regional Director
Peter Sutton was appointed Regional Director for the Chicago Region on April 13, 2005. Previously, since January 2004, he served as the Acting Regional Director for the Chicago Region. From 1991-2004, Mr. Sutton was the Regional Attorney for the Chicago Region. Prior to that, from 1979-1991, he was an attorney in the Washington Regional Office, serving first as a Staff Attorney and then a Supervisory Attorney. Mr. Sutton graduated from Holy Cross College in Worcester, Massachusetts, in 1975, and obtained a J.D. degree from the New England School of Law in Boston, Massachusetts, in 1979.

James Petrucci, Regional Director
James (Jim) E. Petrucci was appointed Regional Director for the Dallas Region in January 1991. He had previously served as the Regional Director of the New York Region of the FLRA from September 1983 to January 1991, and as Regional Attorney of that Region beginning in June 1979. Mr. Petrucci worked as an attorney with the Newark Region of the National Labor Relations Board from 1973 until leaving to join the FLRA in 1979. He received a B.A. degree from La Salle University in Philadelphia, Pennsylvania, in 1970, and a J.D. degree from Seton Hall University School of Law in Newark, New Jersey, in 1973.

Matt Jarvinen, Regional Director
Matt Jarvinen was appointed Regional Director for the Denver Region on April 13, 2005. Previously, since August 2004, he served as the Acting Regional Director for the Denver Region. From 2003-2004, Mr. Jarvinen was the Regional Attorney for the Denver Region. Prior to that, he worked in the Denver Region as a Staff Attorney and served as the Region's Litigation Specialist since 1989. Mr. Jarvinen began working for the Office of General Counsel in Washington, in 1984. He received a B.A. from Wesleyan University and a J.D. from George Washington University.

Jerry Cole, Regional Director
Gerald (Jerry) M. Cole was appointed Regional Director for the San Francisco Region in 1996. Previously, since 1979, he served as the Regional Attorney for the Los Angeles Region. Prior to that, he was an Attorney for the Los Angeles Office of the National Labor Relations Board, serving as Supervisory Attorney from 1975-1979. He has served on many task forces with the Authority, including a task force on litigation of ULPs, which was a recipient of the Hammer Award. Mr. Cole received an undergraduate degree in political science from UCLA in 1968 and a J.D. degree from the UCLA School of Law in 1971.

Robert Hunter, Regional Director
Robert Hunter was appointed Regional Director for theWashington, D.C. Region in August 2003. Previously, he was director of labor policy for the Mackinac Center for Public Policy, a Midland-based nonprofit, nonpartisan research and educational institute. In 1981, Mr. Hunter was appointed by President Reagan to the National Labor Relations Board, where he adjudicated more than 3000 labor law cases. Prior to his appointment, in 1981, he served as Chief Counsel to the U. S. Senate Committee on Labor and Human Resources, and before that, as the chief legislative staff-member for U. S. Senators Robert Taft Jr. and Orrin Hatch. Mr. Hunter received an LL.M. in Labor Law from New York University; a J.D. from Vanderbilt University Law School; and a B.S. from the University of Connecticut.
