The issue here was whether the National Federation of Federal Employees (NFFE) was entitled to notice that a vote to change affiliation would be conducted. The Authority found that NFFE was not entitled to a notice. The Authority also found that a trusteeship imposed after a petition to amend certification has been filed has no effect on the petition.
