National Association of Government Employees Local R4-1 and U.S. Dept. of Defense Naval Weapons Station Yorktown, Virginia, Case No. 0-NG-2471 (Decided March 30, 2000)
This case concerned the negotiability of one proposal. The Authority found that the proposal was within the duty to bargain. The Authority found that there was no conflict between the proposal and the Agency-wide regulation.
The Authority noted that the Agency conceded that the regulation and the proposal were not conflict. The Authority found that the parties simply disagreed about the application of the rules.
