The General Counsel's filed exceptions to the Administrative Law Judge decision finding that the Respondent did not violate § 7116(a)(1) and (5) of the Federal Service Labor-Management Relations Statute by failing to provide the Union with notice and an opportunity to bargain over the Respondent's decision to admit certain patients to its facility.
The Authority adopted the Judge's findings, conclusions, and recommended Order to the extent consistent with this decision. The Authority found that the Judge did not err in finding that the Respondent did not make a change in conditions of employment
