The complaint alleged that the Respondent violated § 7116(a)(1) and (2) of the Federal Service Labor-Management Relations Statute by disciplining the Union's Chief Steward for conduct during a meeting called by the Respondent. The Judge found that the Chief Steward engaged in conduct that was unprotected by the Statute. Accordingly, he concluded that the Respondent did not violate the Statute by disciplining the Chief Steward, and dismissed the complaint. The Authority found, contrary to the Judge, that the Respondent violated § 7116(a)(1) and (2) of the Statute by disciplining the Chief Steward, and issued an appropriate remedial order.
