The Arbitrator found that the Agency violated the parties' collective bargaining agreement in its appraisal of the performance of the grievants. As a remedy, he ordered their ratings raised. The Authority denied the Agency's exceptions. The Authority concluded that the award was not contrary to§7116(d), or§7106(a)(2)(A) and (B) of the Statute.
