After finding that the Agency violated the parties' agreement, the Arbitrator declined to award the remedy sought by the Union. The Authority denied the Union's exceptions.
The Authority found that the award did not fail to draw its essence from the CBA, that the Arbitrator did not exceed his authority, or that he was biased, or that the award was contrary to public policy.
