The Arbitrator concluded that the grievance was arbitrable and that the Agency violated the parties' collective bargaining agreement by denying certain official time requests of the local union president. As a remedy, the Arbitrator awarded the president compensation and recrediting of annual leave. The Authority denied the Agency's exceptions to the Arbitrator's arbitrability ruling and the Arbitrator's conclusion that the Agency violated the parties' agreement. However, the Authority found that the remedy was deficient and modified it accordingly.
