This case concerned the negotiability of one proposal. The Authority held that a proposal calling for creation of a committee to review an employee's disputed performance plan was within the Agency's obligation to bargain. Noting specifically that the recommendations of the committee would be non-binding, the Authority found that the proposal was a negotiable procedure.
