The Agency sought review of the Regional Director's (RD) Decision and Order in which the RD found that the Agency's newly-created district office was a successor employer of employees previously represented by the Union and that the new office may be consolidated into the Union's existing nation-wide bargaining unit. The Authority denied the application for review.
The Authority interpreted the Agency's application as asserting that the RD failed to apply established law. Holding that the Agency failed to establish that the RD did not apply established law, the Authority denied the application.
