This case concerned the negotiability of one proposal. The Authority held that a proposal requiring the Agency to hire additional employees affected the Agency's right to hire and assign employees. The Authority also found that the proposal was not an arrangement under § 7106(b)(3) of the Statute. Accordingly, the Authority held that the proposal was outside the Agency's obligation to bargain.
