The Authority found that the Agency head's disapproval was not timely served on the Union. Consistent with Authority precedent, the Authority found that the parties' agreement became effect and binding under § 7114(c)(3) of the Statute. Therefore, consistent with Authority precedent, the petition for review was dismissed.
