This year marks the 20th Anniversary of the Federal Service Labor-Management Relations Statute and the creation of the Federal Labor Relations Authority. To commemorate this occasion, the FLRA is hosting training conferences for participants in the federal labor relations program, and publishing this brief review of the program's origins and this Agency's journey over the past two decades.

The conferences and this publication are dedicated to increasing understanding of the past and deepening knowledge for the Statute. Both are important building blocks for a vibrant collective bargaining program in the future. The goal is to promote stable, constructive labor relations that contribute to a more effective government, thereby achieving Congress' purpose when it recognized that labor organizations and collective bargaining in the civil service are in the public interest.
