On March 13, 2017, President Donald J. Trump signed Executive Order 13781, Comprehensive Plan for Reorganizing the Executive Branch, which is intended to improve the efficiency, effectiveness, and accountability of the executive branch by directing the Director of the Office of Management and Budget (OMB) to propose a plan to reorganize governmental functions and eliminate unnecessary agencies.  

On April 12, 2017, the OMB Director issued Memorandum M–17–22, Comprehensive Plan for Reforming the Federal Government and Reducing the Federal Civilian Workforce, to chart the course for a restrained, effective, and accountable government to better serve the American people.  Among other things, Memorandum M–17–22 encourages agencies to consult with key stakeholders – including their workforce, customers, and partners in delivering on their missions. 

Acting FLRA Chairman Patrick Pizzella, on behalf of the senior leadership of the FLRA,  welcomes the public to suggest improvements to the organization and functioning of the FLRA.  These suggestions will help inform the development of the FLRA’s Agency Reform Plan, which will be used to create a leaner, more accountable, and more efficient government that works for the American people.
