The petition for review in this case comes before the Authority pursuant to section 7105(a(2)(E) of the Federal Service Labor - Management Relations Statute (the Statute), and raises issues relating to the negotiability of the following Union proposal.
The Union proposes that this change be accomplished through attrition.
Upon careful consideration of the entire record, including the parties' contentions, the Authority makes the following determinations. The Union proposal was introduced during "impact bargaining" over a management plan to require training instructors who previously taught either typing or academic/clerical subjects to now teach both. Since the purpose of this proposal, as stated by the Union, is to permit currently employed instructors to continue to teach either typing or academic/clerical subjects and to require only newly hired personnel to teach both courses, the proposal would
