    UPON AN AMENDED PETITION DULY FILED UNDER SECTION 6 OF EXECUTIVE
 ORDER 11491,AS AMENDED, A HEARING WAS HELD BEFORE HEARING OFFICER RALPH
 SMITH.  THE HEARING OFFICER'S RULINGS MADE AT THE HEARING ARE FREE FROM
 PREJUDICIAL ERROR AND ARE HEREBY AFFIRMED.  /1/
 
    THE FUNCTIONS OF THE ASSISTANT SECRETARY OF LABOR FOR
 LABOR-MANAGEMENT RELATIONS UNDER EXECUTIVE ORDER 11491, AS AMENDED, WERE
 TRANSFERRED TO THE AUTHORITY UNDER SECTION 304 OF REORGANIZATION PLAN
 NO. 2 OF 1978 (43 F.R. 36040), WHICH TRANSFER OF FUNCTIONS IS
 IMPLEMENTED BY SECTION 2400.2 OF THE AUTHORITY'S TRANSITION RULES AND
 REGULATIONS (44 F.R. 7).  THE AUTHORITY CONTINUES TO BE RESPONSIBLE FOR
 THE PERFORMANCE OF THESE FUNCTIONS AS PROVIDED IN SECTION 7135(B) OF THE
 FEDERAL SERVICE LABOR-MANAGEMENT RELATIONS STATUTE (92 STAT. 1215).
 
    UPON CONSIDERATION OF THE ENTIRE RECORD IN THIS CASE, INCLUDING
 BRIEFS FILED BY THE PARTIES, THE AUTHORITY FINDS:
 
    THE PETITIONER, NATIONAL OFFICE, AMERICAN FEDERATION OF GOVERNMENT
 EMPLOYEES, AFL-CIO (AFGE), FILED THE INSTANT PETITION SEEKING TO
 CONSOLIDATE 236 UNITS WITHIN THE VETERANS ADMINISTRATION (VA), FOR WHICH
 IT AND CERTAIN OF ITS CONSTITUENT LOCALS ARE THE CURRENT EXCLUSIVE
 REPRESENTATIVES.  THE UNIT SOUGHT WOULD CONSIST OF ALL THE EMPLOYEES OF
 THE VA REPRESENTED BY THE AFGE.  THE PETITIONER REPRESENTS THE
 NON-PROFESSIONAL EMPLOYEES OF THE VETERANS ADMINISTRATION IN THE UNITS
 SET FORTH IN APPENDIX I, THE PROFESSIONAL AND NONPROFESSIONAL EMPLOYEES
 IN THE MIXED UNITS SET FORTH IN APPENDIX II, AND THE PROFESSIONAL
 EMPLOYEES IN THE UNITS SET FORTH IN APPENDIX III.
 
    THE VA CONTENDS THAT THE PROPOSED CONSOLIDATED UNIT IS NOT
 APPROPRIATE FOR THE PURPOSE OF EXCLUSIVE RECOGNITION BECAUSE IT DOES NOT
 MEET THE CRITERIA ESTABLISHED BY SECTION 10(B) OF THE ORDER.  IT ARGUES
 THAT THE PROPOSED CONSOLIDATED UNIT IS NEITHER GEOGRAPHICALLY NOR
 ADMINISTRATIVELY COHERENT, AND THUS THE EMPLOYEES IN SAID UNIT DO NOT
 SHARE A SEPARATE AND DISTINCT COMMUNITY OF INTEREST.  /2/ FURTHER, IT
 CONTENDS THAT THE PROPOSED CONSOLIDATED UNIT WOULD NOT PROMOTE OR
 ENHANCE THE EFFECTIVE DEALINGS AND EFFICIENCY OF AGENCY OPERATIONS WHICH
 HAVE RESULTED FROM THE VA'S CURRENT PRACTICE OF ALLOWING DAILY
 DECISION-MAKING ON PERSONNEL AND LABOR RELATIONS MATTERS TO BE MADE BY
 ITS FIELD FACILITY DIRECTORS.  IN THIS REGARD, THE VA POINTS TO ITS
 HISTORY OF DECENTRALIZED BARGAINING, NOTING THAT 90% OF THE VA FIELD
 FACILITIES CURRENTLY HAVE LOCALLY NEGOTIATED COLLECTIVE BARGAINING
 AGREEMENTS.
 
    THE AFGE, ON THE OTHER HAND, ARGUES THAT ALL VA EMPLOYEES HAVE A
 COMMUNITY OF INTEREST, AS THEY SHARE A COMMON MISSION, COMMON OVERALL
 SUPERVISION, AND ESSENTIALLY SIMILAR PERSONNEL AND LABOR RELATIONS
 POLICIES ESTABLISHED AT THE AGENCY'S HEADQUARTERS.  ALSO, THE AFGE
 CONTENDS THAT THE PROPOSED CONSOLIDATED UNIT WOULD PROMOTE A MORE
 COMPREHENSIVE BARGAINING STRUCTURE WHILE REDUCING UNIT FRAGMENTATION.
 
    THE AGENCY, WHOSE MISSION IS TO PROVIDE A VARIETY OF BENEFITS FOR
 ELIGIBLE VETERANS AND THEIR DEPENDENTS, IS HEADED BY THE ADMINISTRATOR
 OF THE VA.  THE ORGANIZATION CONSISTS OF THE CENTRAL OFFICE AND THREE
 MAJOR DEPARTMENTS:  THE DEPARTMENT OF MEDICINE AND SURGERY, THE
 DEPARTMENT OF VETERANS BENEFITS, AND THE DEPARTMENT OF MEMORIAL AFFAIRS.
  THE CENTRAL OFFICE, LOCATED PRIMARILY IN WASHINGTON, D.C., IS HEADED BY
 THE ADMINISTRATOR.  IT PROVIDES STAFF FUNCTIONS FOR THE ADMINISTRATOR,
 HIS DEPUTIES, THE DEPARTMENT DIRECTORS, AND THE VARIOUS FIELD LEVEL
 COMPONENTS OF THE AGENCY.  AS PART OF THE CENTRAL OFFICE OPERATION, THE
 CENTRAL PERSONNEL OFFICE (CPO) DEVELOPS AGENCY POLICY ON MATTERS
 RELATING TO PERSONNEL, WHICH ARE SET FORTH IN THE VA PERSONNEL MANUAL.
 FURTHER, THERE ARE STAFF COMPONENTS OF THE CENTRAL OFFICE OPERATION WITH
 THE SOLE PURPOSE OF FULFILLING THE REQUIREMENTS OF THE PARTICULAR
 DEPARTMENT TO WHICH THEY ARE ASSIGNED.  NONE OF THESE VARIOUS STAFF
 ELEMENTS, EITHER AT THE ADMINISTRATOR OR THE DEPARTMENT DIRECTOR LEVEL,
 HAS LINE AUTHORITY VIS-A-VIS THE FIELD ELEMENTS OF THE AGENCY.  THEIR
 RESPONSIBILITIES INCLUDE SUCH MATTERS AS FINANCIAL MANAGEMENT, MANPOWER,
 ADMINISTRATIVE SERVICES, AND PERSONNEL.
 
    THE DEPARTMENT OF MEDICINE AND SURGERY (DMS), THE LARGEST OPERATING
 ARM OF THE AGENCY, IS HEADED BY THE CHIEF MEDICAL DIRECTOR, WHO IS
 LOCATED IN WASHINGTON, D.C.  HIS STAFF IS AN ELEMENT OF THE CENTRAL
 OFFICE.  THE DMS OPERATES 172 HOSPITALS, 16 DOMICILIARIES, 220 CLINICS,
 AND 89 NURSING HOME UNITS THROUGHOUT THE UNITED STATES, PUERTO RICO, AND
 THE PHILIPPINES.  /3/ IT ALSO PROVIDES EXTENSIVE MEDICAL EDUCATION AND
 RESEARCH PROGRAMS.  THE MAJOR ORGANIZATIONAL COMPONENTS OF THE DMS ARE
 ITS HOSPITALS, WHICH ARE HEADED BY HOSPITAL DIRECTORS.  THE
 DOMICILIARIES, CLINICS AND NURSING HOMES GENERALLY ARE ATTACHED
 ADMINISTRATIVELY TO A HOSPITAL ORGANIZATION.  IN PERFORMING ITS
 FUNCTIONS, THE DMS EMPLOYS 190,000 EMPLOYEES, SOME 90% OF THE VA'S TOTAL
 EMPLOYMENT.  TYPICALLY, THE HOSPITALS EMPLOY PERSONS WITH A BROAD RANGE
 OF SKILLS, FROM MEDICAL SPECIALTIES TO ALL GRADES OF SUPPORT FUNCTIONS.
 CERTAIN CONDITIONS PECULIAR TO HOSPITAL OPERATIONS ARE COMMON WITHIN THE
 DMS.  BECAUSE OF THE NEED TO OPERATE AROUND THE CLOCK, IT IS NECESSARY
 TO HAVE EMPLOYEES AVAILABLE AT ALL TIMES THROUGH STANDBY OR ON-CALL
 PROGRAMS.  MANY EMPLOYEES WORKING AT THE HOSPITALS WEAR UNIFORMS.  ALSO,
 SOME HOSPITAL EMPLOYEES, INCLUDING DOCTORS, SOME NURSES, AND OTHER
 MEDICAL CARE SPECIALISTS, ARE HIRED, PAID, AND RECEIVE CERTAIN BENEFITS
 PURSUANT TO TITLE 38 OF THE U.S. CODE, WHICH PROVIDES FOR A UNIQUE PAY
 AND BENEFITS SYSTEM.
 
    THE DEPARTMENT OF VETERANS BENEFITS (DVB) IS HEADED BY THE CHIEF
 BENEFITS DIRECTOR, LOCATED IN WASHINGTON, D.C.  THE DIRECTOR'S STAFF IS
 ALSO AN ELEMENT OF THE CENTRAL OFFICE OPERATION.  THE DVB ADMINISTERS
 BENEFIT PROGRAMS FOR VETERANS INCLUDING DISABILITY AND PENSION PAYMENTS
 AND EDUCATIONAL, REHABILITATION, HOUSING LOAN GUARANTY, AND INSURANCE
 PROGRAMS, THROUGH ITS 59 REGIONAL OFFICES.  EACH IS HEADED BY A REGIONAL
 OFFICE DIRECTOR OR HIS EQUIVALENT.  THE REGIONAL OFFICE IS
 CHARACTERISTICALLY AN OFFICE ENVIRONMENT, EMPLOYING GENERAL SCHEDULE
 (GS) EMPLOYEES WHO WORK A BASIC FORTY-HOUR WEEK.
 
    THE DEPARTMENT OF MEMORIAL AFFAIRS (DMA) IS HEADED BY THE CHIEF
 MEMORIAL AFFAIRS DIRECTOR, LOCATED IN WASHINGTON, D.C.  HIS STAFF IS
 ALSO AN ELEMENT OF THE CENTRAL OFFICE OPERATION.  THE DMA OPERATES THE
 NATIONAL CEMETERIES THROUGHOUT THE UNITED STATES, AND FURNISHES
 HEADSTONES AND MARKERS FOR ELIGIBLE DECEASED VETERANS AT BOTH PRIVATE
 AND NATIONAL CEMETERIES.  EACH NATIONAL CEMETERY IS HEADED BY A
 DIRECTOR.  THE DMA CEMETERIES EMPLOY UNSKILLED OR SEMI-SKILLED WORKERS
 WHO, LIKE DVB EMPLOYEES, WORK A NORMAL FORTY-HOUR WEEK.
 
    THE DIRECTOR OF EACH OF THE BASIC FIELD FACILITIES WITHIN THE VA, BE
 IT A HOSPITAL, A REGIONAL OFFICE, OR A NATIONAL CEMETERY, HAS BEEN
 DELEGATED, AND EFFECTIVELY EXERCISES ON A DAY-TO-DAY BASIS, THE
 AUTHORITY TO MAKE DECISIONS WITH RESPECT TO SUCH MATTERS AS HIRING,
 TRANSFER, /4/ PROMOTION, REDUCTION-IN-FORCE PROCEDURES, /5/ THE
 RESOLUTION OF GRIEVANCES, AND OTHER MATTERS AFFECTING CONDITIONS OF
 EMPLOYMENT. /6/ THE DIRECTORS EXERCISE THIS AUTHORITY WITHIN GUIDELINES
 ESTABLISHED BY THE AGENCY THROUGH PUBLISHED POLICIES, INTERPRETED BY THE
 CENTRAL PERSONNEL OFFICE.  WITHIN SUCH GUIDELINES, THE DIRECTORS ALSO
 NEGOTIATE LABOR AGREEMENTS FOR THEIR FACILITIES, SUBJECT TO THE APPROVAL
 OF THEIR RESPECTIVE DEPARTMENT DIRECTORS.  THUS, WHILE THE VA FIELD
 FACILITY DIRECTORS EXERCISE DAY-TO-DAY AUTHORITY WITH RESPECT TO
 PERSONNEL AND LABOR RELATIONS MATTERS AT THEIR PARTICULAR FACILITIES,
 THE ADMINISTRATOR OF THE VA RETAINS AND EXERCISES OVERALL PERSONNEL AND
 LABOR RELATIONS AUTHORITY FOR THE ENTIRE AGENCY.  THE ADMINISTRATOR'S
 AUTHORITY WITH RESPECT TO AGENCY POLICY ON PERSONNEL MATTERS IS SET
 FORTH IN THE VA PERSONNEL MANUAL.  THIS DOCUMENT, WHICH IS PREPARED AND
 INTERPRETED BY THE CENTRAL PERSONNEL OFFICE, MANDATES THE AGENCY'S BASIC
 POLICY IN THE PERSONNEL SPHERE AND IS DISSEMINATED TO THE VARIOUS FIELD
 LEVEL ACTIVITIES, WHOSE DIRECTORS ARE THEN FREE TO IMPLEMENT POLICIES
 APPROPRIATE TO THEIR FACILITIES WITHIN THE GUIDELINES ESTABLISHED AT THE
 NATIONAL LEVEL.  THE CENTRAL PERSONNEL OFFICE ALSO RENDERS ADVICE TO THE
 FIELD LEVEL ACTIVITIES ON THE ENTIRE RANGE OF PERSONNEL MATTERS
 AFFECTING VA EMPLOYEES.  MORE PARTICULARLY, WITH RESPECT TO LABOR
 RELATIONS MATTERS, THE LABOR-MANAGEMENT EMPLOYEE RELATIONS SERVICE OF
 THE CPO, IN ADDITION TO PROVIDING TECHNICAL ADVICE TO THE FIELD LEVEL
 FACILITIES, PROVIDES ADVICE TO THE RESPECTIVE DEPARTMENT DIRECTORS IN
 CONNECTION WITH THEIR REVIEW OF LOCAL AGREEMENTS NEGOTIATED WITHIN THEIR
 AREAS.  ALSO, IT HAS ON OCCASION ASSISTED IN THE NEGOTIATION OF
 AGREEMENTS, IT PROVIDES TRAINING FOR FIELD LEVEL FACILITY EMPLOYEES WITH
 RESPECT TO THE VA'S POLICIES IN THE LABOR RELATIONS AREA, AND IT
 PROVIDES REPRESENTATIVES TO ADVISE FIELD LEVEL FACILITY PERSONNEL IN THE
 HANDLING OF THIRD-PARTY PROCEDURES.  /7/ FURTHERMORE, THE FIELD LEVEL
 FACILITIES MUST NOTIFY THE CPO WHEN REQUESTS ARE MADE TO NEGOTIATE NEW
 AGREEMENTS OR TO CHANGE EXISTING ONES;  WHEN REQUESTS ARE MADE TO USE
 THE SERVICES OF THE FEDERAL MEDIATION AND CONCILIATION SERVICE OR THE
 FEDERAL SERVICE IMPASSES PANEL;  WHEN NEGOTIABILITY APPEALS ARE MADE TO
 THE FEDERAL LABOR RELATIONS COUNCIL;  OR WHEN QUESTIONS OF GRIEVABILITY
 ARE RAISED WITH THE ASSISTANT SECRETARY.
 
    IN 1975 EXECUTIVE ORDER 11491 WAS AMENDED BY EXECUTIVE ORDER 11838 TO
 ESTABLISH A POLICY WHICH WOULD FACILITATE THE CONSOLIDATION OF EXISTING
 EXCLUSIVE BARGAINING UNITS.  IN ITS REPORT AND RECOMMENDATIONS WHICH
 ACCOMPANIED THE ISSUANCE OF EXECUTIVE ORDER 11838, THE FEDERAL LABOR
 RELATIONS COUNCIL EMPHASIZED THAT "THE CREATION OF MORE COMPREHENSIVE
 UNITS IS A NECESSARY EVOLUTIONARY STEP IN THE DEVELOPMENT OF A PROGRAM
 WHICH MEETS THE NEEDS OF THE PARTIES IN THE FEDERAL LABOR-MANAGEMENT
 RELATIONS PROGRAM AND BEST SERVES THE PUBLIC INTEREST." THE REPORT
 FURTHER STATED THAT A "CONSOLIDATED UNIT . . . MUST STILL CONFORM TO THE
 APPROPRIATE UNIT CRITERIA CONTAINED IN THE ORDER" AND THAT "(I)N MAKING
 HIS DETERMINATION ON THE APPROPRIATENESS OF (A) PROPOSED CONSOLIDATED
 UNIT, THE ASSISTANT SECRETARY SHOULD BE MINDFUL OF THE POLICY OF
 FACILITATING THE CONSOLIDATION OF EXISTING BARGAINING UNITS." /8/
 THEREAFTER, IN A SERIES OF CASES INVOLVING THE ASSISTANT SECRETARY'S
 APPROVAL OF PROPOSED CONSOLIDATED UNITS, THE COUNCIL REAFFIRMED "THE
 STRONG POLICY IN THE FEDERAL LABOR-MANAGEMENT RELATIONS PROGRAM OF
 FACILITATING THE CONSOLIDATION OF EXISTING BARGAINING UNITS WHICH STILL
 CONFORM TO THE THREE APPROPRIATE UNIT CRITERIA CONTAINED IN SECTION
 10(B) OF THE ORDER." /9/ IN EACH CASE THE COUNCIL DENIED REVIEW OF THE
 ASSISTANT SECRETARY'S DECISION, NOTING THAT THE ASSISTANT SECRETARY HAD
 AFFIRMATIVELY FOUND, BASED ON THE ENTIRE RECORD, THAT THE PROPOSED
 CONSOLIDATED UNIT AT ISSUE "SATISFIE(D) EACH OF THE CRITERIA SPECIFIED
 IN SECTION 10(B) OF THE ORDER AND (WOULD) PROMOTE A MORE COMPREHENSIVE
 BARGAINING UNIT STRUCTURE CONSISTENT WITH THE PURPOSES OF THE ORDER."
 
    IN THE INSTANT CASE, BASED ON THE PARTICULAR FACTS AND CIRCUMSTANCES
 PRESENTED, IT IS CONCLUDED THAT THE PETITIONED FOR CONSOLIDATED UNIT IS
 APPROPRIATE FOR THE PURPOSE OF EXCLUSIVE RECOGNITION UNDER THE CRITERIA
 OF SECTION 10(B) OF THE ORDER.  AS INDICATED ABOVE, THE UNIT SOUGHT
 ENCOMPASSES ALL THE EMPLOYEES WITHIN THE VA REPRESENTED BY THE AFGE.
 THESE EMPLOYEES SHARE A COMMON MISSION, COMMON JOB CLASSIFICATIONS AND
 COMMON WORKING CONDITIONS, AND WORK UNDER SIMILAR PERSONNEL AND LABOR
 RELATIONS POLICIES AS DELEGATED BY THE VA ADMINISTRATOR.  THUS, THE
 EMPLOYEES IN THE PETITIONED FOR UNIT SHARE A CLEAR AND IDENTIFIABLE
 COMMUNITY OF INTEREST.
 
    IN REGARD TO WHETHER THE PETITIONED FOR CONSOLIDATED UNIT WOULD
 PROMOTE EFFECTIVE DEALINGS AND EFFICIENCY OF AGENCY OPERATIONS, AS NOTED
 ABOVE, ALL PERSONNEL AND ADMINISTRATIVE AUTHORITY FOR THE VA LIES WITH
 THE ADMINISTRATOR OF THE VA.  THE CENTRAL PERSONNEL OFFICE ESTABLISHES,
 THROUGH THE PERSONNEL MANUAL, CENTRALIZED POLICIES CONCERNING PERSONNEL
 AND LABOR RELATIONS MATTERS WITHIN WHICH PARAMETERS THE FIELD LEVEL
 DIRECTORS MAY EXERCISE THEIR DISCRETIONARY AUTHORITY.  THE CENTRAL
 PERSONNEL OFFICE ALSO INTERPRETS THE POLICIES ESTABLISHED IN THE
 PERSONNEL MANUAL AND MONITORS THE DEGREE OF COMPLIANCE WITH THESE
 POLICIES AT THE FACILITY LEVEL.  WITH RESPECT TO LABOR RELATIONS
 POLICIES, IN PARTICULAR, THE CENTRAL PERSONNEL OFFICE, AS NOTED ABOVE,
 MONITORS ALL THE ACTIVITIES OF THE FIELD LEVEL FACILITIES, AS WELL AS
 PARTICIPATING IN PROCEEDINGS INVOLVING VARIOUS ACTIVITIES.
 
    BASED ON THESE FACTORS, WHICH INCLUDE THE CENTRALIZATION OF PERSONNEL
 AND LABOR RELATIONS FUNCTIONS AND POLICIES AT THE NATIONAL LEVEL OF THE
 VA, AND THE ESTABLISHMENT OF BROAD OPERATING POLICIES FOR THE VA AT THE
 NATIONAL LEVEL, THE AUTHORITY FINDS THAT THE PROPOSED CONSOLIDATED UNIT
 WILL PROMOTE EFFECTIVE DEALINGS AND EFFICIENCY OF THE AGENCY'S
 OPERATIONS.  FURTHER, IT IS CONCLUDED THAT EFFECTIVE DEALINGS AND THE
 EFFICIENCY OF THE AGENCY'S OPERATIONS WILL BE ENHANCED BY THE PROPOSED
 CONSOLIDATED UNIT, WHICH COVERS ALL OF THE EMPLOYEES REPRESENTED BY THE
 AFGE WITHIN THE VA, AS IT WILL PROVIDE FOR BARGAINING IN A SINGLE UNIT
 RATHER THAN IN THE EXISTING 236 BARGAINING UNITS, THEREBY REDUCING
 FRAGMENTATION AND PROMOTING A MORE EFFECTIVE, COMPREHENSIVE BARGAINING
 UNIT STRUCTURE TO EFFECTUATE THE PURPOSES OF THE ORDER.  ACCORDINGLY,
 THE AUTHORITY FINDS THAT THE PETITIONED FOR CONSOLIDATED UNIT,
 CONSISTING OF PROFESSIONAL AND NONPROFESSIONAL EMPLOYEES AS SET FORTH IN
 APPENDICES I, II, AND III, /10/ IS APPROPRIATE FOR THE PURPOSE OF
 EXCLUSIVE RECOGNITION UNDER EXECUTIVE ORDER 11491, AS AMENDED.  /11/
 
    THE VA HAS REQUESTED THAT IN THE EVENT THE PROPOSED CONSOLIDATED UNIT
 WERE FOUND TO BE APPROPRIATE, AN ELECTION BE HELD TO DETERMINE WHETHER
 OR NOT THE EMPLOYEES INVOLVED DESIRE TO BE REPRESENTED IN THE PROPOSED
 CONSOLIDATED UNIT BY THE AFGE.  AS NOTED ABOVE, THE UNIT FOUND
 APPROPRIATE INCLUDES PROFESSIONAL EMPLOYEES.  HOWEVER, THE AUTHORITY IS
 PROHIBITED BY SECTION 10(B)(4) OF THE ORDER FROM INCLUDING PROFESSIONAL
 EMPLOYEES IN A UNIT WITH NONPROFESSIONAL EMPLOYEES UNLESS A MAJORITY OF
 THE PROFESSIONAL EMPLOYEES VOTES FOR INCLUSION IN SUCH A UNIT.

    THE VALID VOTES CAST BY ALL THE ELIGIBLE EMPLOYEES WILL BE TALLIED TO
 DETERMINE IF A MAJORITY OF THE VALID VOTES HAS BEEN CAST IN FAVOR OF THE
 PROPOSED CONSOLIDATED UNIT.  IF A MAJORITY OF THE VALID VOTES HAS NOT
 BEEN CAST IN FAVOR OF THE PROPOSED CONSOLIDATED UNIT, THE EMPLOYEES WILL
 BE TAKEN TO HAVE INDICATED THEIR DESIRE TO CONTINUE TO BE REPRESENTED IN
 THEIR CURRENT UNITS OF EXCLUSIVE RECOGNITION.  IF A MAJORITY OF THE
 VALID VOTES IS CAST IN FAVOR OF THE PROPOSED CONSOLIDATED UNIT, THE
 BALLOTS OF THE PROFESSIONAL EMPLOYEES IN VOTING GROUP (A) WILL THEN BE
 TALLIED TO DETERMINE WHETHER THEY WISH TO BE INCLUDED IN THE SAME
 CONSOLIDATED UNIT WITH THE NONPROFESSIONAL EMPLOYEES.  UNLESS A MAJORITY
 OF THE VALID VOTES OF VOTING GROUP (A) IS CAST FOR INCLUSION IN THE SAME
 CONSOLIDATED UNIT AS THE NONPROFESSIONAL EMPLOYEES, THE PROFESSIONAL

    THE UNIT DETERMINATION IN THE SUBJECT CASE THUS IS BASED IN PART UPON

 UNREPRESENTED.

 CONSOLIDATED UNIT.
 
    /4/ THE RECORD REVEALS THAT, ALTHOUGH TRANSFERS AND INTERCHANGE
 WITHIN THE AGENCY ARE INFREQUENT, DURING A RECENT ONE-YEAR PERIOD
 STUDIED BY THE AGENCY, SOME 10% OF EMPLOYEE TRANSFERS CROSSED
 DEPARTMENTAL LINES.
 
    /5/ THE EFFECTIVE AREAS OF CONSIDERATION FOR BOTH REDUCTION-IN-FORCE
 PROCEDURES AND PROMOTIONS FOR MOST OF THE BARGAINING UNIT EMPLOYEES OF
 THE VA ARE FACILITY-WIDE.
 
    /6/ AUTHORITY IN THESE AREAS SOMETIMES CROSSES DEPARTMENTAL LINES.
 THUS, THE RECORD ESTABLISHED THAT MOST OF THE CEMETERIES ARE SERVICED BY
 HOSPITAL PERSONNEL OFFICES, THAT THERE ARE HOSPITAL CENTERS WITH A
 SINGLE PERSONNEL OFFICE SERVING BOTH DMS AND DVB EMPLOYEES, AND THAT, IN
 OTHER INSTANCES, A COLLECTIVE BARGAINING AGREEMENT HAS BEEN EXECUTED FOR
 UNITS WHICH INCLUDE THE EMPLOYEES OF MORE THAN ONE DEPARTMENT.
 
    /7/ IN RECENT YEARS ITS REPRESENTATIVES HAVE HANDLED MORE THAN 50
 PERCENT OF THE ARBITRATIONS INVOLVING VA FIELD LEVEL FACILITIES.
