SPECIAL PROJECTS COORDINATORS MAY NECESSARILY HAVE AN EFFECTIVE
INFLUENCE ON THE RECORDS AND INFORMATION MANAGEMENT POLICIES OF OTHER
AGENCIES IS NOT RELEVANT TO THE AUTHORITY'S DETERMINATION HEREIN.
