Guide to Dispute Resolution Procedures Used by the Federal Service Impasses Panel

This guide is to inform employer and union representatives about the procedures used by the Panel to resolve impasses in negotiations after it asserts jurisdiction over a request for assistance.  It is not to be considered an official interpretation of the Federal Service Labor-Management Relations Statute, 5 U.S.C. § 7119, or the Panel's regulations, 5 C.F.R. §§ 2470-2473.
