The Federal Service Impasses Panel Biographies

Mark Carter, Chairman

Mr. Carter previously served for ~10 years as a FSIP Member and subsequently as its Chairman.  He is currently a Partner at the law firm of Dinsmore & Shohl LLP in its Charleston, West Virginia office, where he practices exclusively in the area of labor and employment law and the Racketeer Influenced Corrupt Organizations (RICO) Act.  Mr. Carter served as Chair of the firm’s Labor Practice Group.  He has a national practice focused on advising employers on all aspects of relationships with labor unions.  Mr. Carter has advised and represented employers throughout the United States in collective bargaining, arbitrations, and federal litigation involving labor unions, as well as serving employers in employment litigation.  He has testified before the U.S. Senate and the U.S. House of Representatives on labor issues.  He is a former Management Chairman of the Antitrust, RICO, and Labor Law Committee of the American Bar Association.  Mr. Carter has served as an international speaker on labor law, published numerous articles, and written portions of treatises on the subject.  

He received a B.A. from The University of Michigan, where he was a Burnett Scholar, and a J.D. from the West Virginia College of Law.

Thomas Beck, Member

From 2008-2012, Thomas Beck was appointed by George W. Bush to serve as 1 of 3 Members of the FLRA, serving as Chairman in 2008 & 2009.  Before his appointment at the FLRA, Mr. Beck was a partner in the Washington, DC Office of global law firm Jones Day.  During his 16 years at Jones Day, he represented clients in federal and state courts across the United States.  Mr. Beck counseled clients on regulatory matters and high-stakes negotiations, including collective bargaining with labor unions.  After his time with the FLRA, Mr. Beck served for more than a decade as Vice President - Labor and Employee Relations at HCA Health Care, a Fortune 100 company and the largest health care provider in the nation. In this role, he led the team responsible for collective bargaining with labor unions representing 35,000 employees at more than 30 locations across 8 states.  

He is a graduate of the University of Virginia School of Law and the author of the legal casebook: Constitutional Separation of Powers: Cases & Commentary, as well as opinion pieces published in the Wall Street Journal, The Hill, Politico, and National Law Journal.

Molly Conway, Member

Ms. Conway is currently the Founder and Principal of Conway Capitol Consulting, a public affairs firm that provides strategic legislative and regulatory counsel to its clients. Previously, she served as Deputy General Counsel at the Export-Import Bank and also brings a wide range of experience from her work in the private sector.  Ms. Conway has experience in both the executive and legislative branches of government, including at the Department of Labor and on Capitol Hill, where she served as counsel and professional staff on the U.S. Senate Health, Education, Labor, and Pensions Committee and the U.S. House of Representatives Committee on Education and the Workforce.  

Ms. Conway received her undergraduate degree in Political Science and Psychology at The George Washington University and her JD from American University Washington College of Law.

Michael Greason, Member

Mr. Greason will serve a 5-year term on the Panel.  Mr. Greason served as Commissioner-Member of the New York State Unemployment Insurance Appeal Board, the final administrative appellate authority for decisions issued by the Department of Labor’s Administrative Law Judge Section. The Commission hears and decides disputes under the state’s Labor and Unemployment Insurance Laws.  Throughout his professional career, Mr. Greason worked for the State of New York government in various capacities with a focus on employee rights, labor relations, and labor law, relating to the investigation and adjudication of violations of law in the areas of harassment, discrimination, employment, and public accommodation.  

Mr. Greason received his BA and Master of Humanities from the University of Richmond. He also attended the Richmond Sheriff’s Academy in Richmond, Virginia.

David Mansdoerfer, Member

Mr. Mansdoerfer will serve a 5-year term on the Panel.  David Mansdoerfer is the Owner and Managing Director of DPM & Associates, a Texas-based public affairs and communications firm. He advises clients on strategic advocacy, regulatory navigation, and stakeholder engagement in healthcare and public policy arenas. He is also an adjunct professor and serves on various boards.  Mr. Mansdoerfer has extensive labor relations experience at both the federal and local government level.  From 2017 to 2019, he held a Senior Executive Service presidential appointment at the U.S. Department of Health and Human Services (HHS). He oversaw operational responsibilities for critical HHS components, including the Offices of HIV and Infectious Disease, Human Research Protection, Minority Health, Women’s Health, Disease Prevention and Health Promotion, and the Surgeon General. Notably, he managed the appointment process for over 270 federal advisory boards, ensuring alignment with national health priorities. A cornerstone of his D.C. experience is his leadership in federal labor negotiations, where he served as HHS Chief Labor Negotiator. He led high-stakes collective bargaining sessions with major unions representing HHS employees. 

Mr. Mansdoerfer is a graduate of Vanguard University with a BA in Business. He also received an MPP from Pepperdine University School of Public Policy.

Frank Ricci, Member

Mr. Ricci is currently a fellow at the Yankee Institute, where he focuses on promoting good governance in Connecticut and across the nation by conducting research, providing testimony, and leading public managers on effective union negotiations and management strategies.  Throughout his career, Mr. Ricci has contributed to national publications, written extensively on topics that relate to law, DEI and labor relations.  He was the lead plaintiff in the landmark U.S. Supreme Court Case: Ricci v Destefano.  Previously, Mr. Ricci served as Battalion Chief, Union President and Chief Negotiator for New Haven Firefighters where he successfully negotiated complex agreements securing workers’ rights and public safety and was awarded the medal of valor.

Joseph Santoro, Member

Mr. Santoro will serve a 5-year term on the Panel.  Currently, Mr. Santoro is a shareholder and member of the board of directors at the Gunster law firm in West Palm Beach, Florida, where he has been employed for over 23 years.  He is an experienced trial lawyer who has headed Gunster's Labor & Employment Litigation practice.  His practice focuses extensively on defending business clients and executives in a wide range of employment-related disputes. Mr. Santoro’s experience allows him to provide valuable advice, counseling, and training to business clients regarding a full array of business matters, including labor and employment issues, wage and hour compliance, Department of Labor audits, reductions in force and plant closings, workplace diversity and non-discrimination, sexual harassment prevention and compliance, employee leave requests under the FMLA, and disability accommodations.  

Mr. Santoro is a graduate of the University of Central Florida and received his J.D. from Nova Southeastern University.

Vincent Vernuccio, Member

Mr. Vernuccio is currently president and co-founder of the Institute for the American Worker, a nonprofit organization that focuses on labor policy.  The institute educates the public on the benefits of freedom, innovation, and collaboration between workers and job creators. He has extensive experience in labor relations, was appointed by George W. Bush to the Department of Labor, and then headed up labor projects and programs with various non-profits and think tanks.  Mr. Vernuccio has previously served as a member of the FSIP during the first Trump Administration. He has testified numerous times before Congress and state legislatures. 

Mr. Vernuccio is a graduate of the Ave Maria School of Law.
