This course is intended to provide an opportunity for in-depth discussion of all aspects of collective bargaining in the federal sector.  Specific topics for discussion wil include:  when and how management si obligated to give the union notice and opportunity to bargain over workplace changes, negotiability of union bargaining proposals (when they interfere with management rights and when they don't); what the "covered-by" doctrine is and how it is applied.
