Charles Arrington

Charles “Chuck” Arrington became a Member of the Federal Labor Relations Authority (FLRA) on January 6, 2026. He served most recently as the Acting Principal Deputy Assistant Secretary for Administration and Operations & Deputy Chief Human Capital Officer (DCHCO) at the Department of Health and Human Services (HHS).
Previously, he served for over a decade at the Department of Veterans Affairs (VA) in a variety of labor relations roles including as a Chief of Employee/Labor Relations, a Labor Relations Specialist, Negotiator and Labor Relations Chief. During this time, he served on the Department’s Negotiation team during negotiations on the largest federal contract in the history of the United States between the VA and the American Federation of Government Employees. In an earlier stint at the National Cemetery Administration (NCA), he served as a three term Union President and a National Safety Representative for bargaining unit employees and was also a member of the negotiation team for the National Association of Government Employees.
Previous to his service at the VA, Member Arrington served honorably in Naval Aviation for four years including on the flightline at Whidbey Island during September 11th and later during Operation Iraqi Freedom.
